Second Chance II is a substance abuse and mental health boutique clinic designed to treat and alleviate individuals who suffer from substance and mental health abuse. We believe that it is our mission to be a community-based healthcare organization that offers the highest quality in direct clinical services. In addition, we also believe that successful rehabilitation includes the mind, body and spirit. At Second Chance II, we will aid those suffering from addiction and dual diagnosis issues by providing clinical appropriate resources, referrals, community support, educational and preventative platforms to further the understanding that their addiction is a public health issue. By doing so, we remove the stigma of addiction and mental health which must be broken so that recovery is possible. We target men and women of all ages who want to change their path from addiction to a path of recovery. We provide housing for all of our clients.
Our goal is to treat, educate and offer proactive and preventative measures to help keep our community healthier, and we work with that idea in mind. Second Chance II has the wellness services you’d like when you’re feeling fine, and the emergency services you need when recovery takes a turn. We are here for you every step of the way!

Denise D. Taylor, MSM, MBA
Chief Executive Officer and Co-Founder
If you’re looking for kindness and compassion, then Denise Taylor will manage your wellness and healthcare. From a basic consultation to determine your goal for recovery along with a strategic plan designed for your full recovery, Ms. Taylor will be with you every step of the way. She believes in your full recovery and she will support you with wrap around services to succeed in your recovery.
Denise is an effective leader able to prioritize and delegate tasks to ensure timely project completion within a team environment. She is an enthusiastic trainer able to motivate teams to perform at their best while building a reputation for developing sustainable relationships and consensus building in an any environment. She is extremely active in her community and she always finds the time to help someone.
Denise holds a Bachelor of Arts in Political Science degree with a concentration in Pre-Law from Georgia State University. In addition, she also holds a Masters in Science Management with a concentration in Health Care Administration and a Masters in Business Administration from the University of Maryland Global Campus. She is very active in the community and volunteers for several organizations in Baltimore. She is a former board member of Live Baltimore and the Civic Works organization. She is proud member of the Baltimore Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated and the Harbor City Chapter of the Links Incorporated.

Second Chance II is committed to providing quality services to our clients. As a result of our commitment, we are accredited by the Commission on Accreditation of Rehabilitation Facilities.
CARF International is an independent, nonprofit organization that surveys and accredits health and human services providers worldwide. A service or program that is CARF accredited has passed an in-depth on-site review and has demonstrated substantial conformance to internationally recognized standards for quality.

Second Chance II has been accredited by CARF since June 2020 and is currently accredited in the following Intensive Outpatient Treatment, Outpatient Treatment and Psychiatric Rehabilitation Program (PRP).

Addiction Recovery
As one of Baltimore's prominent resources for addiction recovery, we at Second Chance II specialize in putting our clients first while providing a wide range of medical services geared towards your recovery. These services are designed individually per client with the sole purpose to encourage and place clients on a strong foundational path and road to recovery. The idea is to give our clients the confidence, support and wrap around services they need to build a healthier drug free life than ever before. While we work hard to offer top-of-the-line treatments that will prevent a relapse, we also focus on preventative strategies to ensure you stay on the road to recovery.
Intensive Outpatient Treatment
Here For You
Intensive Outpatient Programs are treatment programs used to address addictions, depression and other dependencies that do not require detoxification or round-the-clock supervision. Intensive Outpatient Program (IOP) are an in-depth addiction and co-occurring disorder treatment program that is provided on an outpatient basis. At Second Chance II, our intensive outpatient treatment programs are beneficial for individuals who suffer from a mild addiction and they have completed inpatient rehabilitation. We require our clients to attend multiple sessions that last for a few hours each week and participate in our counseling services.
IOPs establish a treatment plan with defined, measurable milestones in place to indicate progress, and as these milestones are met, the time commitment required from patients each week decreases. Our professional team is here to guide our patients and their families every step of the way throughout their recovery journey.
Outpatient Treatment
Quality Care
Outpatient treatment offers drug, alcohol and substance abuse treatment sessions that can be scheduled during various times throughout the week. This schedule allows clients to continue with their regular responsibilities. However, they are required to check into treatment during their allotted times for counseling and medication if needed.
Outpatient treatment programs are an ideal option for individuals who are motivated to stop using their substance of choice but require the flexibility of a program that will work around their schedules. Second Chance II outpatient programs addresses a variety of needs, including situational stressors, family relations, interpersonal relationships, mental health issues, life span issues, psychiatric illnesses and substance use disorders and other addictive behaviors.
Each of our patients are eligible for this personalized service. At Second Chance II, we promise you’ll leave our clinic well-informed, confident, fully supported and encouraged to continue your road to recovery. We will provide you with the wrap around services needed to operate and re-enter society as a productive member.
Partial Hospitalization Program
A Happier, Healthier You
Partial Hospitalization Program (PRP) services are provided by a program approved under the State of Maryland COMAR 10.21.21. Psychiatric Rehabilitation Program treatment services provide rehabilitation and support for participants to develop and enhance their community and independent living skills. Services may be provided at a PRP facility (onsite); at a residence, job, or another appropriate location in the community (off-site); or at a combination of the two (blended onsite and off-site). At Second Chance, PRP Services will be conducted at our facility for our clients.
